Difference between GHMC & HMDA
Hyderabad, the ‘City of pearls’ is the capital, most populous and the largest city of Telangana. It is one of the important metropolitan cities of India. It is a hub of trade and commerce and an international center for information and technology (IT). Hyderabad with its twin city Secunderabad is developing into a major real estate hotspot and the future looks bright and promising.
Information and Technology has boomed in Hyderabad along with various growth initiatives and has driven the economic growth over the last few years. Various initiatives by the government are also attracting major investments, thus raising the standard of the city to great heights. A major chunk of development is also contributed by real estate. Considering the area of Hyderabad, it is inexplicably larger than any urban center in the state. Now the question arises – Who takes care of such a vast city, its civic services, civic administration, infrastructure planning and layout development of the area. There are broadly two bodies that take care of the city. One is Greater Hyderabad Municipal Corporation (GHMC) and the other is Hyderabad Metropolitan Development Authority (HMDA).
Greater Hyderabad Municipal Corporation (GHMC)
GHMC is the civic administration body for the hyderabad city, which is responsible for building and maintaining roads, flyovers and in addition takes care of the health, sanitation, urban development and city planning.GHMC has launched a digital application for online grievance redressal to resolve municipal issues within 24 hours, which will help to increase the transparency and efficiency of GHMC.
The Government has decided to divide the GHMC into five zones (south, east, north, west and central zones), 17 circles and 150 wards. Each ward would cover about 37,000 people. The GHMC is headed by a Commissioner and also has a Special Commissioner both of whom belong to IAS. Each zone will have a Zonal Commissioner, an officer of the rank of Additional Commissioner with a Deputy Municipal Commissioners heading every circle. There will also be a separate engineering wing with an Engineer in Chief and Chief Engineer at head office level and a superintending engineer for each zone; a town planning wing with Additional Commissioner (Planning) and a Chief City Planner at the head office level and a city planner for each zone.
The GHMC comprises the erstwhile Hyderabad Municipal Corporation, plus 10 municipalities and eight panchayats in Ranga Reddy district, two municipalities in Medak district. The 10 municipalities in Ranga Reddy district are: LB Nagar, Gaddi Annaram, Uppal Kalan, Malkajgiri, Kapra, Alwal, Qutubullapur, Kukatpally, Serilingampalle and Rajendranagar. The eight panchayats in Ranga Reddy district are: Shamshabad, Satamarai, Jallapalli, Mamdipalli, Mankhal, Sardanagar and Ravirala. The 2 municipalities in Medak district are: Ramachandrapuram and Patancheru.
Administration:
The GHMC is headed by a Municipal Commissioner, an IAS officer. The commissioner wields the executive power of the house. A quinquennial election is held to elect corporators to power. The corporators are responsible for overseeing that their constituencies have the basic civic infrastructure in place, and that there is no lacuna on the part of the authorities. The Mayor is the head of the house. The GHMC is responsible for administering and providing basic infrastructure to the city.

Hyderabad Metropolitan Development Authority (HMDA)
HMDA is the urban planning agency of Hyderabad for Telangana which covers an area of 7,257 km2 and includes seven districts for planning and development of Hyderabad Metropolitan region.
It Was set up for the purpose of planning, co-ordination, supervising, promoting and securing the planned development of the Hyderabad Metropolitan Region. It coordinates the development activities of the municipal corporations, municipalities and other local authorities, the Hyderabad Metropolitan Water Supply & Sewerage Board, the Telangana Transmission Corporation, the Telangana Industrial Infrastructure Corporation, the Telangana State Road Transport Corporation, and other such bodies.
HMDA jurisdiction covers (7) Districts, (70) Mandals, 1032 Villages including Greater Hyderabad Municipal Corporation consisting of 175 Villages and 40 Municipalities / Nagar Panchayats consisting of 138 villages and remaining 719 Villages under jurisdiction of the HMDA.
HMDA-approved plots generally possess proper water systems, drainage, well-laid roads, street planning and lighting facilities, which is an advantage over other plots that do not come under the jurisdiction.
Infrastructure development of HMDA plots is guaranteed by the development authority and so capital appreciation is better. However, the supply of HMDA approved plots is limited.
